All Terrane Vehicles - No enforcement. 

This discussion continues at the expense of loss of life. There is little gained by harping about whether ATV operation should be allowed by younger people. It all comes down to enforcement once again.

Currently ATVs are not supposed to be operated on the highways – yet I see them on the road and crossing it all the time. No enforcement.

You are required to wear a helmet when operating an ATV – yet  people are observed regularly without helmets. No enforcement.

ATVs are not supposed to be operated during hours where noise can be an irriant to others – yet you can see and hear them on the go at all hours close to residential areas. No enforcement.

ATVs should not be driven where they destroy the enviornment – yet there they are all the time on sports fields, farmers fields, everywhere. No enforcement.

And so it goes. ATV operators should be required to have instruction on the machines they operate. They are powerful vehicles for their size, with weight and characteristics that require accurate judgement, concentration and predictable action for survival and safety.

Under age children have no place behind the controls of these vehicles. People will continue to lose their life on these machines. The memory will fade away and then it will happen again.

No matter if an age restriction is put in place or not, or a law requiring a certain level of instruction in order to qualify, it all comes back to the same thing - No enforcement.!
